Federal program helps Iowans with water bills

As part of an ongoing effort to address the financial impact of COVID-19, Iowa has received federal aid to help households that have fallen behind on water bills and are facing disconnection of services through the Low Income Household Water Assistance Program (LIHWAP). The program will run through September 30, 2023 or until funds have been exhausted.

What is LIHWAP?

LIHWAP provides assistance in the form of payments made directly to IMU for past-due charges, fees, and taxes for drinking and wastewater services. The application period is open now.

Who is eligible for assistance?

Program eligibility mirrors that of the Low-Income Home Energy Assistance Program (LIHEAP). Applicants must have household incomes at or below 200 percent of the current Federal Poverty Level (FPL). Warren County households may apply by contacting IMPACT Community Action Partnership:

  • Call 515-518-4770 to schedule a phone appointment.
  • Download an application, print it out, and mail it back with copies of your documentation.
